It is calculated from the referral date and the target contact time - 5 for ASC (KPI from the contract), currently 10 otherwise.
Contact is counted as the first time you attempt to contact the client.
Currently the system will count this as the first time you add any note to the profile, which isn't quite right - but we'll fix this later.
